How to anchor pebbles or sand in any particular place is relatively easy but you will need to follow some important steps for a good and long lasting result.
As always start by ensuring you have a degreased clean and dry surface and that rain or sprinklers are not imminent.
The way to ensure the best adhesion to substrate is to spray a liberal amount of BindKote on the bare surface as a primer, then sprinkle your sand or pebbles over this and wet again with another liberal spray overcoat.

In the event of pebbles in-between concrete pavers and you do not want to remove them, you simply want to lock them in place, then spray a liberal layer of BindKote over the pebbles and it will do the job nicely.
